Handbrake Not Working on One Side

My handbrake only works on the offside, the cables seem to move freely. When I adjust the hex bolts on the calipers, till they lock then back them off a quarter turn, only one side holds. The bad side is actually a new caliper, still shiny silver. Could it be partially seized?am going to remove the cables and lube them. Plus, I will take the caliper off and check the spring returns to the stop. Is there anything else it could be?

Are they OM calliper's
Also did you slacken of the hand break adjuster first?

You need to slacken off at the hand brake handle first then at the caliper, and then in turn adjust up at the caliper and then back at the handbrake again as Royster as said, you have not set up correct.
