Pete's MK1 has a winking eye (headlight)

Pete's MK1 roadster has a fault on the headlights, when he switches them on to dip or high beam, one of them is going up and down, even when he switches them off it continues to go up and down for a while before it stops.
What’s wrong and can you help?

Is this possibly a faulty earth connection ?

He has checked the earthing point on the headlight frame, the plug to the bulb and the earth block on the passenger side inner wing under the wiper motor, and they are all fine.
The headlight is still winking.

Has it got a flash to pass modification fitted? If so its not faulty or a loose connection is it?

He has removed the flash to pass, and it is still winking

Does he have a dodgy headlight relay?

He has tried a new relay, and it is just doing the same thing.
(If it was the relay it would affect both sides, and in most case's it would not work or just go up and stay up.)

He has tried another stalk and it is still doing the same thing, he has also tried a hazard and headlight lift switch and that has made no difference

Pete got himself a good secondhand motor and swapped them, and it is not winking any more, so it was the motor starting to give up, so happy days it is all fixed.
